If you already hold an RSA certificate from a state other than NSW, good news! You may only be required to complete the NSW RSA Bridging course offered by the Office of Liquor & Gaming NSW. Click here to learn more.

If you have been issued with an RSA Interim Certificate or Competency Card in the last five years, DO NOT enrol in this course.

If your Competency Card has expired within the last 28 days, DO NOT enrol in this course. 

If you have already been issued with an interim certificate or competency card within the last 5 years, PLEASE REVIEW the following information provided by L&G NSW:

What happens if my Interim Certificate is expired? 

(Expired Interim Certificate means that it cannot be expired longer than five years from the date of issue)

Where a student holds an expired Interim Certificate, Liquor and Gaming NSW deem your RSA competency to still be valid. The ATP Portal does not allow a second Interim Certificate to be issued. You can still apply for your Competency Card with an expired interim certificate. The Competency Card expiry date will be post-dated five years from the date the Interim Certificate was issued.

What happens if I already hold a competency card and undertake a second RSA training course? Am I issued a new competency card? Is the expiry date on the current competency card extended?

Note: Completing a full course through an approved training provider prior to the expiry of your or Competency Card will not extend the expiry date on your current card.

Students who hold a competency card that is due to expire shortly (or within 28 days of expiry) are not expected to complete a full RSA training, instead they are required to complete online refresher training administered by L&GNSW

L&GNSW provide a 28-day grace period in which to renew your RSA qualification by completing the online refresher training. If your Competency Card expiry falls outside the 28-day grace period, you will be required to complete a full RSA training.

RCG

Have you completed the NSW RCG course within the last five years? If yes, do not enrol into this course. Students with an existing competency cannot receive a new interim certificate nor a refund if found on the day of training. 

Students must be at least 16 years old at the time at the time of sitting the course, however, cannot use certification until 18 years old. 

In NSW, all competencies must expire on the same date, calculated five years from the first competency gained.  

On successful completion of your RCG course, an automated email from L&GNSW (this may take up to three (3) business days) with a link and instructions to complete the RCG online assessment.

This will need to be completed on appropriate device in your own time. 

On completion of the L&GNSW RCG online assessment, learners will receive an automated email from L&GNSW with an RCG interim certificate with instructions on how to obtain a RCG Competency card or add the RCG competency to an existing RSA card. 

The interim certificate is valid for 90 days and allows you to work immediately. However, an RCG Interim certificate is only valid until its validity date. A current RCG Competency card is required to continue to work in roles that require a current RCG competency.

Certification requirements differ across states and territories. 

Have you done your RSA in another state? Great news! Anyone with a nationally accredited RSA – Provide Responsible Service of Alcohol (SITHFAB002/SITHFAB021) qualification obtained through face to face or online training from an RTO recognised in another state or territory, will be able to complete the LCV’s free online RSA bridging course to have their qualification recognised in Victoria. 

Once you have completed the course, you will receive a Victorian Certificate of Completion that allows you to work in a Victorian licensed venue. To complete the RSA bridging course, see: RSA bridging course.

If you have completed a valid VIC RSA course in the last three years, you may be eligible to complete a refresher course: RSA Online Refresher Course | VCGLR

If you want to use your RSA qualification obtained in Victoria in another state or territory, you will need to check with the relevant licensing authority as liquor legislation differs across Australia.

The Interim Certificate is valid in NSW (only) for 90 days. During this time, you need to apply for a Competency Card. Read on for further information. 

The RCG is valid in NSW.

You will also be issued with a National Statement of Attainment for SITHGAM022, which may allow you to work in other states in Australia, depending on each state’s requirements.

SITHFAB021 PROVIDE RESPONSIBLE SERVICE OF ALCOHOL

Unit/Course Description

This unit describes the performance outcomes, skills and knowledge required to responsibly sell, serve or supply alcohol.

Responsible practices must be undertaken wherever alcohol is sold, served or supplied, including where alcohol samples are served during on-site product tastings. This unit therefore applies to any workplace where alcohol is sold, served or supplied, including all types of hospitality venues, packaged liquor outlets and wineries, breweries and distilleries.

The unit applies to all levels of personnel involved in the sale, service, including promotional service and supply of alcohol in licensed premises. Those selling or serving alcohol may include food and beverage attendants; packaged liquor salespersons selling in person, over the phone or online; winery, brewery and distillery cellar door staff; delivery services and supplier sales representatives. The unit also applies to security staff who monitor customer behaviour and to the licensee who is ultimately responsible for responsible service of alcohol (RSA) management.

The unit incorporates the knowledge requirements, under state and territory liquor licensing law, for employees engaged in the sale, service or supply of alcohol.

Certification requirements differ across states and territories. In some cases, all people involved in the sale, service including promotional service and supply of alcohol in licensed premises must be certified in this unit. This can include the licensee and security staff.

This unit covers the RSA skill and knowledge requirements common to all States and Territories. Some legislative requirements and knowledge will differ across borders. In some cases, after completion of this unit, state and territory liquor authorities require candidates to complete a bridging course to address these specific differences.

Those developing training to support this unit must consult the relevant state or territory liquor licensing authority to determine any accreditation arrangements for courses, trainers and assessors.

Element Performance Criteria
1. Follow the principles of responsible service of alcohol. 

1.1 Identify the provisions of relevant state or territory legislation, licensing requirements, house policy and responsible service of alcohol principles.

1.2. Where appropriate, request and obtain acceptable proof of age prior to sale or service.

1.3. Provide accurate information to customers on alcoholic beverages according to organisation or house policy and government legislation.

1.4. Assist customers with information on a range of non-alcoholic beverages available for purchase.

1.5. Identify issues related to the sale or service of alcohol to different types of customers, especially those at risk.

2. Assist customers to drink within appropriate limits. 

2.1. Use knowledge of industry requirements and professional standards to determine the volume for standard drinks or samples.

2.2. Use a professional manner to encourage customers to drink within appropriate limits.

2.3. Identify erratic drinking patterns as an early sign of possible intoxication and take appropriate action.

2.4. Monitor emotional and physical state of customers for signs of intoxication and signs of illicit or other drug use.

2.5. Where appropriate, offer food and non-alcoholic beverages in accordance with house policy.

2.6. Decline requests for alcohol to be dispensed in a manner that is irresponsible and advise customers of the reasons for the refusal.

 3. Assess alcohol affected customers and identify those to whom sale or service must be refused. 

3.1. Assess intoxication levels of customers using appropriate methods.

3.2. Identify factors that may affect individual responses to alcohol.

3.3. Identify customers to whom sale or service must be refused according to state and territory legislation.

 4. Refuse to provide alcohol. 

4.1. Refuse sale or service in a professional manner, state reasons for the refusal, and where appropriate point out signage.

4.2. Provide appropriate assistance to customers when refusing service.

4.3. Where appropriate, give customers a verbal warning and ask them to leave the premises according to organisational or house requirements, the specific situation, and provisions of state or territory legislation and regulations.

4.4. Use appropriate communication and conflict resolution skills to handle difficult situations.

4.5. Refer difficult situations beyond the scope of own responsibility to the appropriate person.

4.6. Promptly identify situations that pose a threat to the safety or security of colleagues, customers or property, and seek assistance from appropriate colleagues according to organisational or house policy.

 

Responsible Conduct of Gambling (RCG)

The Responsible Conduct of Gambling (RCG) training qualifies you to carry out work in relation to gaming machines in NSW. The RCG course is designed to you know your roles, responsibilities and expectations when working with gaming machines, as well as the laws relating to responsible gambling practices. 

The course provides a clear idea of what is expected of you in the workplace, as well as a greater understanding of how you as a staff member can promote responsible gambling behaviours and minimise gambling harm in gaming venues. 

Satisfactory completion of the course and the RCG mandatory online assessment is required to apply for a NSW competency card to display your RCG endorsement (or to have the endorsement added to an existing competency card). 

The RCG course is broken down into six (6) sections: 

  • Gambling in Australia and NSW 
  • Defining and understanding gambling harm 
  • Responsible gambling and harm minimisation measures 
  • Interacting with patrons and the ‘RAAR’ framework 
  • Responsible conduct of gambling in practice 

Note: Obtaining the RCG endorsement is a pre-requisite for enrolment into the Advanced Conduct of Gambling (ARCG) course.

SITHGAM022 – Provide Responsible Gambling Services

Course Description

This unit describes the performance outcomes, skills and knowledge required to provide responsible gambling services, and to assist those customers who may be at risk of or are already experiencing harm from gambling.

Responsible gambling services must be provided wherever gambling activities are undertaken. In the hospitality industry, the gambling environment is usually referred to as the gaming area and is provided in a range of venues, such as hotels, motels, clubs, pubs and casinos.

The major forms of gambling are wagering (racing and sport) and gaming (gaming machines, table games, Keno and lotteries). Both forms of gambling are relevant to the hospitality industry.

Hospitality venues may operate Totalisator Agency Board (TAB) outlets for wagering on racing and sport events. They may also cover the full range of gaming activities, including operating gaming machines, table games, Keno and lotteries.

Responsible provision of gambling services is an essential underpinning skill for all hospitality personnel involved in the sale and service of gambling activities in licensed premises, including the licensee, gaming supervisors and gaming managers when involved in operational gambling activities.

The unit applies equally to frontline operational gambling personnel who operate with a limited level of autonomy and under some supervision and guidance from others. They would operate within predefined organisational procedures, and regulatory authority and industry and organisational codes of conduct.

Those developing training to support this unit must consult the relevant state and territory gaming licensing authority to determine accreditation arrangements for courses, trainers and assessors.

The unit also relates to satisfying the requirements for providing responsible gambling services under state and territory legislation. The terms used to describe this vary across state and territory regulatory bodies and can include Responsible Conduct of Gambling (RCG), Responsible Service of Gaming, or Responsible Service of Gambling (RSG).

Under differing state and territory legislation this is a required certification unit for certain nominated personnel operating in licensed gambling premises.

1. Implement responsible gambling practices.

1.1. Follow responsible gambling service procedures according to relevant state and territory legislation and industry and organisational policy and codes of conduct.

1.2. Communicate with appropriate personnel on gambling related incidents, situations and their compliance with legislation and industry and organisational policy.

1.3. Maintain accurate records of gambling related incidents and associated staff action according to industry and organisational policies and procedures.

1.4. Ensure gambling environmental features support responsible gambling policies within scope of own responsibility.

2. Provide information and assistance to customers about problem gambling

2.1. Provide accurate and appropriate information on impacts of harm from gambling and gambling harm minimisation and reduction.

2.2. Follow procedures for self exclusion and exclusion according to legislation, industry and organisational policy, and confidentiality and privacy requirements.

2.3. Display signage and information related to responsible gambling in appropriate places visible to players, according to legislative, industry and organisational requirements.

2.4. On request, provide information on available support services according to confidentiality and privacy requirements, and legislative, industry and organisational requirements.

Identification: You must have valid photo identification (must not be expired more than 3 months). Acceptable photo identification can include Passport photo page, driver’s license, Key Pass, Photo Card, and student photo ID card (must include date of birth). 

Once you log in to the system, you will be prompted to upload a copy of your photo identification. 

Unique Student Identifier (USI): Everyone that completes an accredited course (such as an RSG) is classified as a ‘student’ and needs to create a USI. This is a government requirement, and you will not receive your Statement of Attainment until your USI has been received.

Clear to Work does not issue USI numbers and cannot assist in creating them or obtaining lost USI numbers.   

Technology 

Students are required to have basic computer skills to access the on-line learning and assessment components of this course, as well as having access to a computer with a camera and microphone as well as reliable internet to support video conferencing so you can participate in the training throughout the day.

Please Note: The RCG training session will be recorded and used as evidence of attendance. You will need to have your camera on, and you must be 100% visible for the full duration of the course.

To gain an RCG competency to work in NSW, students must complete the NSW RCG and the National RSG – SITHGAM022 Provide Responsible Gambling Services (or equivalent) Unit of Competency (UoC) and meet the minimum Language, Literacy and Numeracy (LLN) requirements for the National RSG.  

L&GNSW requirement for learners to complete the RCG training in English without an interpreter is based on the minimum LLN skills for the prerequisite RCG and the higher-level responsibility that RGOs hold to ensure they have the English language skills to understand and comply with complex legislation pertaining to their role.

RSA ASSESSMENT

You will be assessed using three methods:

  • Multiple-choice questions
  • Written questions
  • Video assessment to assess your communication skills.

 

Multiple-Choice Questions

This learning and assessment task is broken down into small, manageable sections designed to improve your learning. At the end of each learning section is a multiple-choice question quiz.

You are required to answer all questions correctly before you can progress to the next section. Guidance and support is always provided for questions you answer unsuccessfully, this includes specific learning content that needs to be revisited and access to the Support team via email at [email protected].

Written Questions

Read the question and type your answer in your answer. It’s that simple! These questions draw from all parts of the course.

Video Assessment

The video assessment questions require you to video yourself speaking to a range of customers as you would in the workplace and submitting these videos as part of your assessment.

Why do we ask for this? As part of the national unit of competency, we need to be able to assess your ability to engage with customers and what you would say to them in a variety of scenarios. We are not evaluating your acting skills, we just need to ensure that you can complete the task as you would in the workplace.

You are required to be 100% visible in each video assessment. We match the person in the video, to the photo ID you upload during the ID verification process.

To complete the video questions, you need one (1) of the following:

  1. Smartphone with internet access and video camera.
  2. Webcam

Record in the LOWEST resolution possible. Detailed instructions of how to use the video software is provided in the course. It’s a breeze!

Learners are given three (3) attempts to complete the final assessment and be marked ‘Competent’. If you do not pass your final assessment on your third attempt, you will be provided with the option to either purchase an additional three attempts to complete your final assessment or book a Competency Conversation with a trainer. The cost to purchase an additional three attempts is $12.00 and the cost to book a Competency Conversation is $20.00.

In NSW the ONLY RSA documents that are valid are:

  • an interim certificate that is within the 90-day period; or
  • a current competency card (either photo card or digital).

 

Interim Certificate

This is a certificate that is issued to someone who has successfully completed the RSA course through an approved provider. This certificate allows someone to work for 90 days. After the 90 days (the date is clearly indicated on the certificate) this document is no longer valid to work

The Interim Certificate clearly states what date it is valid until. You must get a photo competency card prior to this date, or you can no longer work.

When do I get my Interim Certificate?

Your assessment will be marked within 2 – 3 business day after you submit (this turnaround time may be longer during times of high volume).

If your assessment is marked competent during business hours, you will receive your Interim Certificate by close of business that day.

If your assessment is marked Competent outside of business hours, you will receive your Interim Certificate by close of business the NEXT business day.

An Interim Certificate that allows you to work for 90 days.

How to get a competency card

Photo Competency Cards are plastic cards issued by the NSW Office of Liquor Gaming and Racing (L&GNSW) and are somewhat similar to a NSW Driver License.

Follow this step-by-step guide to get a card:

Step 1

Complete a NSW RSA training course through a registered training organisation (that’s us!).

Step 2

We will issue an interim certificate allowing you to work for 90 days. Apply for your card as soon as you can. 

Step 3

Take your interim certificate and 100 points of identification with you to apply for your competency card at a Service NSW Service Centre, where you will have your identity checked and your photo taken.

Step 4

Your card will be sent out in approximately 4 weeks.

You can access your digital competency card straight away (if you know your CCH number). The digital competency card is free and can be accessed through the Service NSW App from the iTunes Store or Google Play.

You will receive a plastic competency card in the post in 3-4 weeks. If your Interim Certificate expires before you receive your competency card you will be unable to work.

RSA Same Day Marking is Available

In a hurry?

Upgrades to same day marking are available for your RSA course! You can select this option either upon checkout or at any time during your enrolment process. This upgrade will apply to all of your assessment submissions for this course.

Same day marking means if you submit your final assessment by 2pm AEST/3pm AEDT Monday to Friday, your assessment will be marked that same business day. If you submit your assessment after 2pm AEST/3pm AEDT that business day, it will be prioritised in the early AM of the next business day. 

If you upgrade to same day marking on a day that is not a business day (such as a weekend or on a public holiday), you will be prioritised in the early AM of the next business day.

Language, Literacy, Numeracy, & Digital (LLN&D) Skills Assessment

Frequently Asked Questions About Our NSW RSA Course

From the date and time of enrolment, you have four (4) weeks to complete your course in its entirety. This includes assessment marking and any potential resubmission if required. 

14-day enrolment extensions are available for a small fee. 

Your NSW RSA is valid in NSW, QLD, WA, SA, NT, ACT, TAS. 

If you have obtained a NSW RSA and wish to work in VIC, you may need to complete the VIC RSA Bridging course. More information on that can be found here

Your RCG is valid in NSW.

You will also be issued with a National Statement of Attainment for SITHGAM022, which may allow you to work in other states in Australia, depending on each state’s requirements.

If your course enrolment has expired, you can purchase a 14-day enrolment extension for a small fee as long as you are within 90 days of your original course enrolment expiry. 

Learners are given three (3) attempts to complete the final assessment and be marked ‘Competent’. If you do not pass your final assessment on your third attempt, you will be provided with the option to either purchase an additional three attempts to complete your final assessment or book a Competency Conversation with a trainer. The cost to purchase an additional three attempts is $12.00 and the cost to book a Competency Conversation is $20.00.

Please also know that trainers are available at any time throughout your course to provide assistance should you need additional guidance and support. 

Yes! You can work with your interim certificate for up to ninety (90) days. During this time, you’re required to apply for your competency card from your nearest Service NSW centre. It can take 3 weeks to process the card! If your Interim Certificate expires before you receive your Competency Card, you will be unable to work.

When you successfully complete your NSW RSA course, we provide you with two documents – an NSW RSA Interim Certificate and a Statement of Attainment for SITHFAB021 Provide Responsible Service of Alcohol. 

Please make sure you only provide your employer with your NSW RSA Interim Certificate or Competency Card. Employers in NSW cannot accept your Statement of Attainment.
